Is ICM overrated until final two tables?

I’ve noticed a lot of tournament players tighten up way too early because they’re scared of busting before pay jumps matter. Feels like people sacrifice too much chip EV trying to survive. Curious where everyone draws the line between maximizing chips and respecting ICM pressure.
