What is rule on someone physically touching community cards on board?

No matter how it happened, I believe that even an accidental touch on community cards could create some kind of advantage. The rule in my country is that a hand should always be forfeited if someone touches the community cards. And I am cool with the rule.
 
I think there is not specific rules against touching community card i know of but it will be absurd for a player to touch community card intentionally. When the touch is accidentally, all offense should be forgiven. But in a situation where a player act so weird intentionally, he should forfeit a hand or leave the table because he is disrespecting the game!
