The NHL has fined the Dallas Stars $100,000 for holding practice on December 26th. Thoughts?

This shouldn't come as a surprise because the NHL has policies on the books that state that no team can practice or travel on December 24-26. The team’s coach said that the practice was voluntary, however the NHL sees it as a violation of the rules.
