Do government tax gambling winning in your country?

In my country, government is not taxing proceeding from gamblimg. In most countries of the world, government classify income from gambling as a free and was never taxed. Bow, United States government have sign in a bill into law that makes it a mandatory that you pay tax of 10% of every proceeding from gambling once the winning is above $5000.
Do government tax proceedings or winnings from gambling?
 
Since bet shops and casinos pay huge taxes to the government, the winnings of gamblers are not taxed. We practice an indirect taxation system. I guess the tax burden is subtly passed from the betting and casino platforms to the users without the users knowing.
 
Tax or no tax, the real issue is consistency. Here, nobody is taxing winnings directly but bookies have already collect it through the odds. Even if government add tax, it's the same players that would suffer the most. Gambling is not a steady income, so adding tax would just make things worse. I think it's better the government focus on control than policies.
